Hi All!
Forgive
me but I thought that it would be better to cover all that has transpires in 3
emails.
Doug
There
is bad news, good news, and some REALLY GOOD NEWS!
The BAD
news - This was not the final meeting on this case; we have more work to
do and another night in the Council chambers or a night or two at the Park
district.
The
GOOD news - There was no final vote,
the case has been tabled until the City Council Meeting on October 17th.
The
REALLY GOOD news - The majority of the
City Council members appeared to favor this property becoming park land and
connect the two ponds into one bigger and beautiful Park. The Council directed the city staff to work
with the Park District and explore how this could be made to happen.
I am
not a parliamentarian but as I understand it the following happened last night:
1 - A
motion was made to approve the change in the zoning with a 6 month moratorium
of action by the Petitioner.
2 - A motion was made to substitute a motion
to reject the change in zoning for motion #1 above.
A vote was taken on whether to
substitute motion #2 for Motion #1.
This was not a vote on whether
the change in zoning was to be
rejected it was only a vote on whether motion #2 should be
substituted for Motion #1. The vote failed, leaving Motion #1 as the
active motion and still on the table.
3. Then
a motion was made, and passed, to table further discussion on motion #1 until
the October 17 Council meeting.
4. Then
a motion was made, and passed, directing city staff to meet with the Park
District and see what can be worked out so that the property becomes park land.
If
anyone more skilled in this mombo jumbo believes the above is incorrect please
let me know.

We will
be strategizing on how to make the case for the park land to the Park Board.

The
letter in Memo_14.pdf was delivered to the City Council in the morning of Sept
5, 2006. All City Council saw the
complete letter and neighborhood breakdown prior to the meeting in the evening
even though I did not have time to go through the neighborhood results in the 3
minutes allowed..
Summary
(see Memo_14.pdf for detail and neighborhood breakdown):
The
homeowners and residents in the surrounding areas (see Area_Map .pdf) to the
referenced address have expressed their opinion concerning the requested change
in zoning as follows:
1,061
95% DO NOT APPROVE of the
proposed change in the zoning.
31
3% DO APPROVE of the proposed
change in the zoning.
24
2% Have no preference on the
proposed change in the zoning.
1,116
Total Expressions of Opinion
These
signatures represent 699 individual homes in the surrounding neighborhoods,
generally within a mile radius of the of the subject property.
This is
the map (see Area_map.pdf for a readable copy) that I used to show the overall
area. The length of Plainfield /
Naperville Road between West and Oswego is about a mile. We generally covered the area of about a 1
mile radius from the subject property in soliciting our Express Your Opinion
Form / Petitions.

Hi All
It is
very encouraging that the majority of the City Council would prefer to see this
property become a park.
I
frequently hear that the Park District only purchases larger plots of land and
only for program activity.
Therefore
please send me emails with your suggestions about what the current buildings and land could be used for in addition
to green space and picnic tables.
Also,
please encourage all of your neighbors to email me and have their name added to
our email list. I need their email
address, name & street address.
